DC Latino Caucus Announces New Ex Officio Members to the DC Democratic State Committee
Luz Martinez and Juan Ulloa Elected by Caucus Membership as Female and Male Ex Officio
Washington, DC — May 3, 2021 — Today the DC Latino Caucus announced the results of their ex officio election. Luz Martinez and Juan Ulloa were elected female and male ex officio, respectively.
The ex officio serves a two-year term and represents the DC Latino Caucus before the District of Columbia Democratic Party (District of Columbia Democratic State Committee). The election was held online from May 1, through May 2, 2021. All 2021 dues-paying members of the DCLC were eligible to vote. Martinez ran unopposed while Ulloa won with 81% of the vote. Per state party rules, the ex officio election was overseen by a member of DC Democratic Party.
Luz Martinez serves as Communications Director for the District of Columbia’s Ward 1 Councilmember Brianne Nadeau. In this role, she manages and implements communications, press, and digital media strategies to keep residents apprised and engaged in local government.
Martinez launched her career in the District as a Special Projects Fellow at Latino Victory, a political action committee established to help Latino candidates get elected to political office. During the 2016 election cycle, she assisted the organization’s digital department in creating and managing social media content. This role also presented her the opportunity to provide GOTV (Get Out The Vote) communications support in Nevada for then candidate, Catherine Cortez Masto, who became the first Latina elected to serve in the United States Senate. Martinez is a native of Ponce, Puerto Rico.
Juan Ulloa is a strategic communications professional with 30 years of experience in the industry. A native New Yorker and the child of Dominican immigrants, Ulloa’s personal and professional life has been guided by a sense of social responsibility, and a desire to uphold Democratic values. Active in politics and education circles, he currently volunteers his time as the founding Vice President of the Ward 2 Education Council (W2EC), and as a Trustee for his high school alma mater. Over the last decade, he has served in leadership positions on the parent teacher associations and local school advisory teams at his child’s public schools. This has led him to testify before the Council of the District of Columbia on issues such as school feeder patterns, teacher pay, budget equity and school reopening procedures as a result of the COVID pandemic.
